Commonwealth Learning
Scholarships Programme
The Commonwealth Learning Scholarships Programme was introduced in 2004 to assist students from low socio-economic status backgrounds, particularly those from regional and remote areas and Indigenous ctudents, who are Australian citizens or holders of permanent humanitarian visas, with costs associated with higher education. There are two scholarships- one for educational costs and one for accommodation costs. Both are awarded on a competitive basis, are non-repayable and target students from low socio-economic status backgrounds. Over the five- year period, 2005 to 2009, the $406 million that the Government will provide will help about 43,000 student meet the costs associated with participating in higher education.
The Commonwealth Education Costs Scholarships and the Commonwealth Accommodation Scholarships are allocated annually to eligible higher education providers. The Commonwealth issues guidelines to providers for the allocation of these scholarships but providers determine their own application and selection processes. The scholarships are not treated as income for Social Security and Veterans Affairs pensions and allowances, or for ABSTUDY.
Applying for Scholarships
The Commonwealth Learning Scholarships programme is administered on behalf of the Australian Government by eligible higher education providers. Providers are responsible for conducting their own application and selection procedures on the basis of guidelines issued by the Commonwealth. Potential applicants need to the higher education providers where they are studying or plan to study.

Commonwealth Education Costs Scholarships
Many students from low socio-economic status backgrounds and Indigenous students face particular challenges in meeting their education costs. Commonwealth Education Costs Scholarships have been introduced to provide such students with a scholarship of approximately $2,000 per year (indexed annually) for up to four years to assist with their education costs. Higher education prividers must give special consideration to Indigenous students when selecting scholarship recipients to ensure a fair proportion of scholarships are awarded to Indigenous students. Since 2004, 12,576 CECS have been allocated to higher education providers, with funding totaling $5 million in 2004, over $15 million in 2005 and over $26 million in 2006.[Return to Top]
Commonwealth Accommodation Scholarships
The cost of accommodation can be a significant burden for students (and/or their parents) form regional and remote areas who need to move away from home to commence higher education, particularly those from low socio-economic status and/or Indigenous backgrounds. Commonwealth Accommodation scholarships provide selected students from low socio-economic backgrounds from regional and remote areas with approximately $4,000 per year (indexed annually) for up to four years to assist them with accommodation costs when they move to undertake higher education. Since 2004,10,049 CAS have been allocated to higher education providers, with funding totaling $12 million in 2004, over $26 million in 2005 and over $41 million in 2006.
In determining whether an applicant has come from a regional or remote area, higher education providers should be guided by the Australian Standard Geographic Classification (ASGC) Remoteness Areas classification. Applicants form localities other than those beganing to the major cities of Australia classification may meet that particular requirement the following document provides a quick look-up tool by postcode.
